NThere may be three or more Commissioners of the Consolidated Koshkonong Sanitary District present at the 2019 Wastewater Upgrades Pre-construction meeting on Tuesday, April 16, 2019 at 10:00 A.M.  The meeting will be held at the Cunningham-Traynor-Miles Administration Building, “Lichtfuss Way,” 328 E. C.K.S.D. Joint Town Meeting

The C.K.S.D. is holding a Joint Town Meeting on Monday, April 22, 2019 at 6:00 pm to discuss our treatment plant upgrade and project financing. The meeting will be held at the Fulton Town Hall at 2738 W. Fulton Center Drive, Edgerton.

ADVERTISEMENT FOR BIDS
PROJECT: 2019 WASTEWATER UPGRADES

CONTRACTS AND BID DEADLINE:
Sealed bids for the referenced project will be received at the District office, at the address indicated above until 2:00 P.M. local time, March 5, 2019 and will then be publicly opened and read aloud.
The proposed scope of work will include the following:
• Upgrade to the existing main pumping station; including replacement of influent pumps, installation of a new chain-and-rake bar rack, and building improvements to accommodate the new process equipment.
• Construction of 2,620 feet of a new 12 inch PVC and HDPE force main extending between the main lift station and lagoons.
• Upgrade of the existing lagoons; including addition of soil to raise the lagoons, installation of a new plastic liner and venting system, installation of a new insulated cover, baffles, and aeration, and replacement of lagoon piping.
• Construction of a new building to house electrical equipment, blowers, and chemical feed equipment.
• Construction of a new concrete polishing reactor and UV disinfection channels.
• Replacement of the existing outfall sewer with 1,015 feet of new PVC outfall sewer.
• Site work; including erosion control, site piping, grading, roadway construction and paving, and landscaping.
• HVAC and plumbing work related to the remodeling and new construction.
• Instrumentation and control programming.

QUALIFICATIONS:
Bidders must be pre-qualified with the Consolidated Koshkonong Sanitary District within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline construction.
WAGE RATES AND SPECIAL CONTRACT REQUIREMENTS:
This project will be funded in part by the Safe Drinking Water Loan Program (SDWLP) and Clean Water Fund (CWF), established under Wisconsin State Statutes, and administered by the Wisconsin Department of Natural Resources. Funding under this program requires all iron and steel products used in the construction of the project be produced in the United States (H.R. 3547), including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract.
In addition, contract award shall be subject to Federal requirements pertaining to the Davis-Bacon Act which includes provisions for minimum wages, withholding, certified payrolls, apprentices and trainees, and work hours. Bidders are to pay special attention to the requirements regarding conditions of employment to be observed and minimum wage rates to be paid under contract as pertains to Section 3, Segregated Facility, Section 109 and E.O. 11246.
We encourage Disadvantaged Business Enterprises (DBE), including Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), to submit bid proposals. Program policy requires all bidders to make good faith efforts to solicit DBEs and allow a reasonable amount of time for DBEs to respond to solicitations whenever they subcontract for construction work, equipment, raw materials or supplies. Award of the contract will be subject to the Federal government’s policy of good faith effort for increased use of DBE businesses. A description of the policy and forms to be used are included in specifications.

EQUIPMENT BID DEADLINE

 

Equipment bids for wastewater treatment equipment for the proposed Consolidated Koshkonong Sanitary District facility upgrade will be accepted at the Engineer’s office until 2:00 p.m., local time on Thursday, November 8, 2018.  The proposals will then be evaluated by the Owner and Engineer.

 

Unit processes for which bids are requested includes raw influent pumping, influent screening, and aeration blowers. The selected equipment will be incorporated into the contract documents for the District’s wastewater treatment facility project, which has an estimated construction date starting in 2019.

 

SPECIAL CONTRACT REQUIREMENTS

 

This project is expected to be funded in whole or in part with funds provided by the Wisconsin Clean Water Fund and will be subject to all the requirements of this program.

 

Information on applicable requirements is contained in the Project Manual including the Clean Water Fund program requirements that all iron and steel products used in the construction of the project be produced in the United States (H.T. 3547). This includes lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.

BIDDER QUALIFICATIONS

 

Manufacturers or Suppliers submitting a bid for any equipment must complete a qualification statement unless already pre-qualified with the District.  The qualification statement must demonstrate that the company has been manufacturing similar units for at least ten consecutive years; has at least twenty-five similar units in service, has completed installations in the U.S. during the past twelve months; and has service technicians on call who would be able to be on site within 24 hours.
